Control stamps are only occasionally found except the more common f4 which often turns up on the front page when the standard size booklet was introduced in 1962.
I have only ever seen this one example of the f9 and it may not be a standard issue.

These are from the FDGB insurance scheme which was voluntary and had a fixed rate of 1.25 m for most people, although the books are relatively rare when you do find one it is filled with all the same stamps, those prior to 1964 are hard to find.
